Often, but not always, the final activity. Not always an action plan, because it probably lacks the fine detail, but a clear, agreed and owned summary of what is going happen, by whom and by when.
For large groups you can invite subgroups to suggest recommendations and refine them through facilitated discussion with the group.
Double check that it works for everyone, if necessary you can ask the group to sign the action summary at the end of the workshop to confirm acceptance.
